E-bike LED headlights can help a lot on the riding safety, and they are the most important gear on e-bikes for safety in the nighttime, even help during daytime.

Simply speaking, according to the FIGURE C in UNECE R113:
Light beam has been required evenly distributed in a specified area, specific distance and specific beam pattern to ensure a safe vision.

Specific Area(vision range): Which Is Related To How Wide You Can See
You must see lots of headlights emit a round spot that closely 3-5m ahead of the E-bikes, similar as below picture (left).
Riders might concern or even be nervous because you have no idea at all about what exist on your headway, left & right sides.

Specific Distance: Which Is Related To How Far You Can See
Almost all E-moped headlights on the current market are rebuilt from bicycle lights.
They’re actually not bright enough for e-bikes/e-moto which speeds are 25kmh, 45kmh and even higher.
For ensuring safer riding with e-bikes/E-moto, European Union exactly have the standards about headlight for those high speed 45kmh e-bike/e-scooters.
According to UNECE R113 6.1.2 The illumination produced by the headlamp shall be determined by means of a vertical screen set up 25 m forward of the headlamp.
And there’s a required luminous intensity for E-mark class C, the Min luminous intensity of the maximum would be 32 Lux at the 25m distance.

Specific Beam Pattern: Which Is Related To The Driving Safety Of The Opposite
In the regulation, there’re Figures to show how the beam pattern should be.
According to 6.2.1., it states that for a correct aiming the passing beam shall produce a sufficiently sharp “cutoff” to permit a satisfactory visual adjustment with its aid.
A clear cut-off, prevent the mess light above the “cut-off”, which might dazzle the vision and cause accidents from the opposite driving.
For all the light source which are legal on road, the “cut-off” is a necessary and significant quality standard that light have to obey.

Of course, currently the standards regularize the L type approval e-bikes’ LED headlight, excludes L1e-A(pedal e-bikes under 25kmh).
